Schlumberger and Halliburton Co. (NYSE:HAL) shares are on watch after the government of Mexico said that it is considering a modification of its 7-decade state oil monopoly. Last week, Baker Hughes posted a decline in United States rig counts, but it is thought that opening up the deep offshore fields in Mexico to foreign partners would help push up international counts. On Monday, President Enrique Peña Nieto submitted a bill to lawmakers that would permit Pemex to retain its monopoly on oil, but cooperate with foreign firms. However, opponents are leery of foreign involvement, but proponents think that Pemex reforms will free more investment and step up economic growth. Mexico has an estimated 15 billion barrels of oil, which is approximately the same amount as does Kuwait.

Fluor Corp. (NYSE:FLR): Closing price $66.43
Fluor announced Wednesday that it has received full notice to proceed from Dominion Virginia Power to commence construction on its new 1,358-megawatt, natural gas-fueled power station in Brunswick County, Virginia. This award is subsequent to the limited notice to proceed contract that Dominion awarded to Fluor in August 2012. The corporation booked around $800 million into backlog during the third quarter of 2013.

Royal Dutch Shell (NYSE:RDSA): Closing price $63.88
Shell announced that on Tuesday, it purchased for cancellation 387,220 B Shares at a price of 2186.84 pence per share. After the cancellation of these shares, the remaining number of A Shares of Royal Dutch Shell will be 3,821,611,712 and the remaining number of B Shares will be 2,519,394,722.
